The concept of public participation is one of growing interest in the UK and elsewhere, with a commensurate growth in mechanisms to enable this. The merits of participation, however, are difficult to ascertain, as there are relatively few cases in which the effectiveness of participation exercises have been studied in a structured manner. This seems to stem largely from uncertainty in the research community as to how to conduct evaluations. In this article, one agenda for conducting evaluation research that might (...) lead to the systematic acquisition of knowledge is presented. This agenda identifies the importance of defining effectiveness and of operationalizing one’s definition. The article includes analysis of the nature of past evaluations, discussion of potential difficulties in the enactment of the proposed agenda, and discussion of some potential solutions. (shrink)

There is a growing call for greater public involvement in establishing science and technology policy, in line with democratic ideals. A variety of public participation procedures exist that aim to consult and involve the public, ranging from the public hearing to the consensus conference. Unfortunately, a general lack of empirical consideration of the quality of these methods arises from confusion as to the appropriate benchmarks for evaluation. Given that the quality of the output of any participation exercise is difficult to (...) determine, the authors suggest the need to consider which aspects of the process are desirable and then to measure the presence or quality of these process aspects. To this end, a number of theoretical evaluation criteria that are essential for effective public participation are specified. These comprise two types: acceptance criteria, which concern features of a method that make it acceptable to the wider public, and process criteria, which concern features of the process that are liable to ensure that it takes place in an effective manner. Future research needs to develop instruments to measure these criteria more precisely and identify the contextual and environmental factors that will mediate the effectiveness of the different participation methods. Imprecise definition of key terms in the “public participation” domain have hindered the conduct of good research and militated against the development and implementation of effective participation practices. In this article, we define key concepts in the domain: public communication, public consultation, and public participation. These concepts are differentiated according to the nature and flow of information between exercise sponsors and participants. According to such an information flow perspective, an exercise’s effectiveness may be ascertained by the efficiency with which full, (...) relevant information is elicited from all appropriate sources, transferred to all appropriate recipients, and combined to give an aggregate/consensual response. Key variables that may theoretically affect effectiveness—and on which engagement mechanisms differ—are identified and used to develop a typology of mechanisms. The resultant typology reveals four communication, six consultation, and four participation mechanism classes. Limitations to the typology are discussed, and future research needs identified. This edition of Martin Ostwald's revised version of J. B. Skemp's 1952 translation of _Statesman_ includes a new selected bibliography, as well as Ostwald's interpretive introduction, which traces the evolution in Plato's political philosophy from _Republic_ to _Statesman to Laws_--from philosopher-king to royal statesman.

We conducted a survey of residents of Kingston, Ontario, Canada, (n = 107) to understand their attitudes to and experiences of waste management and governance. Currently, the municipality is emphasising waste diversion and exploring new waste processing systems (WPS; e.g., incineration) to reduce costs. Using Foucault's governmentality theory, our data suggest Kingston's reliance on an attitude-behaviour-context model of behaviour change successfully fosters an environmental citizenship identity based on waste diversion (e.g., recycling). However, we argue that the neoliberal governmentality upon which (...) the attitude-behaviour-context model is predicated elides the need for, and inhibits consideration of, broader societal change concerning urgent environmental issues involving consumption and waste. The paper has two main aims, one larger and one slightly narrower. The larger aim is to undermine further a tendency that has dogged the interpretation of Platonic political philosophy in modern times, despite some dissenting voices: the tendency to begin from the assumption that Plato¿s thinking changed and developed over time, as if we already had privileged access to his biography. The slightly narrower aim is to reply to two charges of intellectual parricide made against Plato. The first is (...) explicit and well known: that he recommended political structures of a sort that would exclude the free-ranging philosophical inquiry sponsored by Socrates. The second is implicit in the standard reading of the Politicus, and says that Plato actually came to approve (however reluctantly) of Athens¿ execution of his teacher. I argue that the relevant passage (Plt. 297C - 302B) has been misunderstood, and that it is in fact fully consistent with the blanket criticism we find in the Republic of all existing forms of constitution. The Athenian democracy still got it wrong, both in general, and in making the particular decision to kill off old Socrates. I also argue that so far from proposing to abolish Socratic inquiry, Plato¿s political works as a whole (Republic, Politicus and Laws included) are actually designed to show the need for it. Recently, scholars have looked more closely at the philosophical importance of the imaginative and literary aspects of Plato's writing, and have begun to appreciate the methods of ancient philosophers and commentators who studied Plato. This study brings together leading philosophical and literary scholars to investigate these new-old approaches.

Knowledge has been a subject of philosophical study since ancient times. This is not surprising since knowledge is crucial for humans to control their actions and the appetite for acquiring it seems innate to the human race. Philosophy, therefore, has always occupied itself with the question as to the nature of knowledge. This area of philosophy is generally referred to as epistemology from the Greek word for knowledge: episteme. Plato defined knowledge as “justified true belief,” and this definition has influenced (...) philosophers ever since; cf. Gettier and Pollock. Although sensible, this definition does not yet explain the nature of knowledge, since all of the three notions of ‘justification’, ‘truth’, and ‘belief’ are not yet clear and still subject to discussion. It would go beyond the scope of our purposes here to go into this at this moment, but it is touched on later in this chapter. (shrink)

The concept of “public participation” is currently one of great interest to researchers and policy makers. In response to a perceived need for greater public involvement in decision making and policy formation processes on the part of both policymakers and the general public, a variety of novel mechanisms have been developed, such as the consensus conference and citizens jury, to complement traditional mechanisms, such as the public meeting. However, the relative effectiveness of the various mechanisms is unclear, as efforts at (...) evaluation have been sparse. In this article, the authors describe an evaluation of a two-day “deliberative conference” on the topic of radiation dose assessment. The authors detail the evaluation framework that they adopt and describe the instruments that they have developed to determine the attainment of the evaluationcriteria stipulated in that framework. They then describe the participation exercise that they have evaluated. Finally, they apply the instruments to assess the effectiveness of the exercise, and discuss the results and their implications for the conduct of evaluations and the use of this particular participation mechanism. At Theaetetus 163d-164b Socrates objects to the thesis that knowledge is perception by pointing out that a man who has seen something can still remember it, and so has knowledge of it; but this is impossible, if knowledge is perception, since he is no longer perceiving it.To this Protagoras is made to reply with two sentences at 166b 1–4: .Cornford translates ‘ For instance, do you think you will find anyone to admit that one's present memory of a past impression (...) is an impression of the same character as one had during the original experience, which is now over? It is nothing of the sort’.Cornford understands this as the suggestion that the memory and the original perception are of different things: ‘ All that the objection in fact established was that “ perception” must be stretched to include awareness of memory images’. So too Lee: ‘Protagoras’ “way out”… appears to be to say that what we now know is not properly X but rather our memory trace of X - some present πά θ ο ς quite distinct from X and very different from that ’.
